Summit mayoral candidate David Naidu doesn't respect the residents of Summit, New Jersey. He said at a Summit Common Council meeting that he knows some residents find him condescending and he doesn't care. David Naidu also said stealing a political lawn sign is worse than stealing an automobile. Summit, New Jersey simply can't afford to elect David Naidu as Mayor. The Together For Summit Ticket of Dr. Elizabeth Fagan, Bob Pawlowski, Jamel Boyer and Kevin Smallwood is committed to representing its residents over outside interests. They are focused on resident safety, education and development done right.

Dr. Elizabeth Fagan will run for Mayor of Summit, and Bob Pawlowski, Jamel Boyer, and Kevin Smallwood are running for Common Council. The Summit Republicans describe the candidates as "fixtures of the community." Fagan is a former President of the Summit Board of Health and a resident of Summit for over 20 years. Pawlowski, a veteran attorney, has volunteered in various Summit youth sports programs. Boyer is a manager of the Internal Investigations Unit for a healthcare insurance company and has worked for the New Jersey Office of the Attorney General’s Division of Criminal Justice. Smallwood is a financial advisor and business owner in downtown Summit for 16 years, and served on the SDI Board for 7 years with two as Chairman. The SRCC is confident that this ticket will bring integrity, discipline, and fiscal responsibility to the dais while prioritizing public safety in Summit.

Jamel Boyer Summit Common Council Ward 2

A security professional, dedicated mentor, and coach, Jamel moved to Summit in the fourth grade, where he attended Washington School. Growing up on Dennis Place, he played on three championship teams at Summit High School. In addition to his athletic achievements, he developed a strong work ethic, beginning his first job during his freshman year of high school through the Youth Employment Services. Working at the Summit Glass Smith Shop, he met his first mentor, Steven Weinberg, and learned how to cut, polish, and install glass shower doors.

After graduating from High School, Jamel attended Rutgers University in Newark, New Jersey. There he joined the Theta Zeta Chapter of Tau Kappa Epsilon, becoming the chapter's President during his final year of college. Jamel graduated from Rutgers University with a Bachelor of Science in Criminal Justice. He later earned his Master of Business Administration degree and a Master of Science in Accountancy from Saint Peter’s University with a concentration in Finance and Risk Management. He also holds an Enterprise Security Risk Management and Retail Asset Protection certificate and is certified as a Professional Certified Investigator.

Jamel started his career as a Probation Officer in Middlesex County. Later, a Civil Investigator for the Office of Insurance Fraud Prosecutor. Afterward, he attended the Division of Criminal Justice Police Academy in Sea Girt, New Jersey, and later worked as an undercover narcotics Detective for both the Statewide-Narcotics Task Force and Medicaid Fraud Unit. Jamel also worked for the New York City Department of Education Chancellor’s Office of Special Investigations and led the Office’s first-ever Fraud and Irregularities Unit. Currently, Jamel works for a Healthcare Insurance company in New Jersey, managing all fraud or asset misappropriation investigations.

Jamel's wife, Shawntee Mickens, is a third-generation Hilltopper and former Summit High School field hockey star. Jamel and Shawntee are proud parents of a son and daughter who both attend Summit schools. They have a cat, Sasha, and dog, Ollie.

Committed to giving back to his community, Jamel coached the 6th, 7th, and 8th-grade football teams and serves on the Board of Directors for the Summit Police Athletic League, raising funds for scholarships, local police, sports, and family programs. He also mentored students from the Newark Boys' Choir School, and during the COVID-19 pandemic secured laptops for each student after learning they were being targeted for their devices during their commute home from school.

Recently, Jamel was honored by New Jersey State Senator Jon Bramnick and Senate President Nick Scutari for Black History Month. The Senate ceremonial resolution recognized Jamel’s work in the community and his commitment to continual education and mentorship.

A resident of Summit since 2003, Kevin has been actively involved in the city for many years. He is committed to preserving our community and is running for Summit Common Council At-Large and will work hard to keep Summit a thriving and vibrant place to live and work. A business owner in downtown Summit for 16 years, his children attended Lincoln-Hubbard and are currently in 9th grade at the Summit High School and 6th grade at the Lawton C. Johnston Summit Middle School.

He served on the Summit Downtown Inc. (SDI) Board for 7 years as Vice Chairman and Chairman. Kevin also served on the Police Athletic League (PAL) for 6 years and as President for 2 years. His greatest pleasure has been coaching his children in basketball at the Community Recreational Center and the Summit Basketball Club.

With a strong belief in the importance of fiscal responsibility, he is passionate about ensuring taxpayers’ hard-earned money is invested in projects that will benefit the city and its residents. Kevin also believes in public participation in the decision-making process and wants to ensure that community members have a say in how their tax dollars are spent and how their community is shaped. He is a strong advocate for transparency, accountability, and resident engagement.

Overall, Kevin is committed to working collaboratively with other council members and community members to ensure that the best interests of our residents are served. He looks forward to the opportunity to represent Summit and make a positive impact in our city.

Kevin Smallwood Summit Common Council At-Large

Bob has lived in Summit for nearly 40 years. Growing up in the Hill City, Bob learned the true meaning of community from Summit’s institutions and residents. Bob credits Summit, the confluence of all it has given him over four decades, and most importantly, its people, for who he is today.

Bob graduated from Lincoln (now Lincoln-Hubbard) School, Summit Junior High School (now LCJSMS), and Summit High School. From there, Bob studied history at Bucknell University where he chaired his fraternity’s philanthropy committee, was a “Bucknell Buddy” (university big brother/big sister program), was a student government representative, and played club lacrosse. Bob received a Juris Doctor from the Seton Hall University School of Law and clerked in the Superior Court of New Jersey. Since then, he has made a career in commercial litigation, primarily assisting policyholders in insurance recovery matters.

Bob lives across the street from his childhood home, where his parents still reside, with his wife, daughter (a junior at Kent Place), and son (an 8th Grader at LCJSMS). Bob has coached youth sports in Summit (boys and girls lacrosse, boys and girls basketball, and flag football) from 2010 through 2022; served as an officer for the Summit Bar Association (Treasurer, Vice President, and President); and is currently on the boards of the Summit and Hilltopper Lacrosse Clubs. Although Bob’s coaching days are over (at least for now), he stays involved through his work with the lacrosse clubs, and repairing and stringing lacrosse sticks for our youth and several charities.

Bob has spent his career working with and for others to solve problems using a holistic approach – no solution should trade one problem for another. If elected, Bob will take the same approach to our local challenges. He will encourage the Common Council to engage in transparent processes, make candid assessments of issues, and perform qualitative evaluations of the costs, as well as the benefits, of proposed measures. Bob is running for Common Council in the hopes of giving something back – or at least paying a little forward for all Summit has given him.

Dr. Elizabeth Fagan for Mayor of Summit

A Summit resident for more than 20 years, Elizabeth and her family consider Summit more than just where they reside, but rather a treasured community of people with a shared desire to uplift and protect our residents. With a deep belief in giving back, Elizabeth is the former President of the Summit Board of Health, served as President of the Summit Lacrosse Club and Summit Women’s Lacrosse Association, Co-President of Summit Boosters Association, and a committee member of the Lincoln-Hubbard PTO.

She has also proudly served as Chairwoman and volunteer for the Santa Claus Shop, which provides complementary holiday shopping for over 400 families in need each year.

A family medicine physician for over 20 years, Elizabeth is a graduate of Harvard University with a degree in Fine Arts and received her medical degree from Sidney Kimmel Medical College at Thomas Jefferson University.

She completed her residency at Overlook Hospital where the faculty selected Elizabeth to be Chief Resident and the residents elected her President of the House Staff Association.

Most importantly, she is a devoted mother of four children, all beneficiaries of the Summit Public School system. Elizabeth is running for Mayor because she wants to be a voice for Summit residents. She believes that we can be better neighbors and create an even better community by working together and having an open, transparent dialogue. As a physician, her career has been based on listening and problem-solving. Her experiences as an athlete and a medical professional have laid the groundwork to be a strong leader and a trusted teammate.
